FOREWORD

A large magnitude earthquake has hit the Samar region of the Philippines with magnitude 7.9, as reported by US Geological Survey (USGS).

However,no casualties was reported.

A major earthquake measuring 7.6 on the Richter scale was felt off the east coast of Samar province in the central Philippines at 8.47 p.m. local time Friday, the US Geological Survey (USGS) reported.
No casualties or property damage has been reported so far.

The epicentre of the quake was initially determined to be 146 km east of Samar with a depth of 34.9 km.
A tsunami warning was issued for the Philippines, Indonesia, Japan and Taiwan region immediately after the earthquake by the Pacific Tsunami Warning Center.

The Philippines sits on the Pacific "Ring of Fire" where continental plates collide, causing frequent seismic and volcanic activity.

Fish Kill at Southern Philippines

FOREWORD

"KAMAHONG" ,is what they called the southern Filipinos to annual mass fish kill yet have no plans how to stop this fish kill yearly.

 Philippine officials say climate change is to blame for 49 tons of fish found floating dead in a lake in the country's South Cotabato province.

The local Tilapia fish, being raised in 50 cages in Sebu Lake, had a value of $88,000, Rex Vagas, provincial fishery coordinator, said.





Vagas attributed the massive death of fish to an "annual occurrence" locals call "kamahong," when water temperatures experience extreme increases leading to oxygen depletion in the waters of the lake.

"We ask consumers to avoid buying and eating Tilapia fish from Lake Sebu until further notice from us," Vagas said.

The provincial agriculture office blamed the low oxygen level in Lake Sebu on overstocking and water pollution, probably from fish feeds.

Fish cage operators were told to temporarily stop feeding surviving fish for at least a week to allow the lake's oxygen level to return to normal, authorities said.

 MANILA // Deadly floods that have swamped nearly all of the Philippine capital are less a natural disaster and more the result of poor planning, lax enforcement and political self-interest, experts say.

 Damaged watersheds, massive squatter colonies living in danger zones and the neglect of drainage systems are some of the factors that have made the chaotic city of 15 million people much more vulnerable to enormous floods.
Urban planner Nathaniel Einseidel said the Philippines had enough technical know-how and could find the necessary financing to solve the problem, but there was no vision or political will.

"It's a lack of appreciation for the benefits of long-term plans. It's a vicious cycle when the planning, the policies and enforcement are not very well synchronised," said Mr Einseidel, who was Manila's planning chief from 1979-89.

"I haven't heard of a local government, a town or city that has a comprehensive drainage master plan."
Some 80 per cent of Manila was this week covered in waters that in some parts were nearly two metres (six and a half feet) deep, after more than a normal August's worth of rain was dumped on the city in 48 hours.
At least 20 people have died and two million others have been affected, according to the government, which has said the floods will last for days and longer if more monsoon rains fall.

The deluge was similar to one in 2009, a disaster which claimed more than 460 lives and prompted solemn pledges from government leaders to make the city more resistant to floods.

A government report released then called for 2.7 million people in shanty towns to be moved from "danger zones" alongside riverbanks, lakes and sewers.

The plan would affect one in five Manila residents and take 10 years and US$2.7 billion (Dh9.9bn) to implement.

But Mr Einseidel said that while there had been some efforts to relocate squatters, they never succeeded.
"With the increasing number of people occupying danger zones, it is inevitable there are a lot people who are endangered when these things happen," he said.

Squatters, attracted by economic opportunities in the city, often build shanties on river banks, storm drains and canals, dumping rubbish and impeding the flow of waterways.

"The same people who were already told not to return to the rivers and creeks and floodways are back. They are there again and they are the ones who don't want to leave now."

He blamed the phenomenon on poor enforcement of regulations banning building along creeks and floodways, with local politicians often wanting to keep squatters in their communities to secure their votes at election time.

Meanwhile, on the outskirts of Manila, vital forested areas have been destroyed to make way for housing developments catering to a growing middle and upper class, according to architect Paulo Alcezaren.
Mr Alcazeren, who is also an urban planner, said the patchwork political structure of Manila had made things even harder.

Metro Manila is actually made up of 16 cities and towns, each with its own government, and they often carry out infrastructure programmes — such as drainage and watershed protection — without coordination.
"The controls of physical development must not be dependent on political boundaries of towns and provinces," he said.

"Individual cities can never solve the problem. They can only mitigate. If you want to govern properly, you must redraw or overlay existing political boundaries."

Solutions to the flooding will all require massive efforts such as replanting the watersheds, building low-cost housing for the squatters and clearing drainage systems, the experts said.

"It will cost billions of pesos but we lose billions anyway every time it floods," Mr Alcazeren said.

" 5.3 quake hits parts of Luzon

MANILA, Philippines - As Metro Manila and nearby areas were being battered by torrential rains, a magnitude 5.3 earthquake rocked parts of Luzon yesterday, state seismologists said.

The Philippine Institute of Volcanology and Seismology (Phivolcs) said the tremor occurred at around 1:03 p.m. with its epicenter traced at 48 kilometers northwest of Lubang, Occidental Mindoro.

The quake was felt at Intensity 3 in Lubang; Intensity 2 in Pasay City, Sampaloc in Manila, Clark in Pampanga and Olongapo City; and Intensity 1 in Quezon City.

“The intensity of the quake is not enough to trigger landslides,” Jane Punongbayan, Phivolcs supervising science research specialist, told radio station dzBB.

“Earthquakes felt at Intensity 6 or 7 are the ones that could induce landslides,” she said.
On Feb. 17, 2006, continuous rains saturated the ground, triggering a landslide in Barangay Guinsaugon in Saint Bernard, Southern Leyte that killed 154 people.

Typhoon “Edeng,” on July 10, 2000, triggered a landslide at the Payatas dump in Quezon City, killing more than 200 people.

In August 1999, rains brought by typhoon “Ising” triggered a landslide in Cherry Hills, Antipolo, Rizal, leaving 54 people dead.

MANILA, Philippines – A magnitude 4.1 earthquake struck off Zambales before dawn Tuesday, the Philippine Institute of Volcanology and Seismology (Phivolcs) said.

Phivolcs said the earthquake was recorded at 1:34 a.m. Its epicenter was located 55 kilometers southwest of San Narciso town.

The earthquake was tectonic in origin and had a depth of 1 kilometer.

No intensity was felt in any part of the region. Likewise, no damage was reported.

Phivolcs said aftershocks are not expected from the earthquake.

Regions in the Philippines

The Philippines being an Archipelago is divided not by states but by regions. It was divided into this way because it is a group of islands or archipelago in the Pacific Oceans and this was proposed and imposed to solve the unexpected onslaughts of problems arising from the different islands of the Philippines, like the poor communication and transportation into another islands, the slow pace of economic progress and civilization from remotes areas, the slow and poor trade of commodities from island to island., the dispute from the main central government against the remotes areas of every islands of the country, the problem of preservation of Philippine cultures, and other similar sorts of problems if it will not be divided into regions. This regionalization of the country was proposed and imposed by the late former president Ferdinand E. Marcos by the Presidential decree no.742 at January 1976.The Philippines is divided into thirteen regions. However, these 13 regions have become 16 regions as of the present time in accordance to Presidential decree of 1978.

 

 

These Philippine regions are united into four purposes: (1).to maintain the beauty of their respective regions, (2) to hasten the communication to every region, (3) good local governance of their respective regions to avoid or solve immediately problems that will arise, and (4) to reinforce unity in every region of the country. Moreover, these regions are also united to control the Philippine population to increase continually. For in them the Philippines population depends upon.

These 16 regions comprise the following which also comprise the population in the Philippines.

 

1.    
NCR –National Capital Region – this comprise the whole Metro Manila Philippines, the Quezon City, the Pasay city, the Muntinlupa, Paranaque, and others.

2.    
Region I – Ilocos region – this region only comprise four provinces, namely Ilocos Norte, locos Sur, La Union and Pangasinan.

3.    
Region II – Cagayan Valley Region – this comprise Batanes, Cagayan, Isabela, Nueva Vizcaya and Quirino.

4.    
Region III – Central Luzon Region –this comprise Angeles City, Cabanatuan, Olongapo, Pampanga, Palayan, San Jose, Bataan, Bulacan, Nueva Ecija, Tarlac, and Zambales.

5.    
Region IV- Southern Tagalog Region – this comprises Batangas, Rizal, Laguna, Mindoro occidental and oriental, Cavite, Lipa, Lucena, Puerto Princesa, San Pablo, Tagaytay, Trece Martires, Aurora, Marinduque, Palawan and Romblon.

6.    
Region V – Bicol Region – this comprises Camarines Norte and Sur, Albay, Catanduanes, Masbate, Sorsogon, Legaspi, Iriga and Naga.

7.    
Region VI – Western Visayas Region – this comprise Bago city, Bacolod, Cadiz, Iloilo, Roxas, San Carlos, Silay city, Aklan, Antique, Capiz, Negros Occidental, Guimaras, and La Carlotta.

Region VII – Central Visayas Region – this comprise Bais city, Canlaon city, Cebu, Lapu-Lapu city, Mandaue, Toledo city, Bohol, Negros Oriental, and Siquijor.

Region VIII – Eastern Visayas Region – this comprise Tacloban, Calbayog, Ormoc, Biliran, Leyte, Southern Leyte, Eastern Samar, Northern Samar, and Western Samar.

Region IX – Western Mindanao Region – this comprise Dapitan, Dipolog, Pagadian, Zamboanga Del Norte, Zamboanga Del Sur and Basilan.

Region X- Northern Mindanao Region – this comprise Cagayan de Oro, Gingoog city, Oroquieta, Ozamis, Tangub, Bukidnon, Camiguin, Misamis Occidental, and Misamis Oriental.

From the 16 regions we discuss above where Philippine population is based, it is estimated that the total population in the Philippines is approximately 90 million. Moreover, the population of tourist who visit and stay in the Philippines is not yet included there, what more if we included them in the Philippines population?
